Biodiversity Development Assessment Reports (BDARs)
A Biodiversity Development Assessment Report (BDAR) is required when a development proposal triggers the Biodiversity Offset Scheme (BOS) under the Biodiversity Conservation Act 2016 (BC Act). BDARs are essential for demonstrating how a project will avoid, minimise, and offset impacts on biodiversity in accordance with NSW legislation.
What is a BDAR?
A BDAR is a technical report that assesses the impact of a proposed development on native vegetation, threatened species, ecological communities, and habitat. It uses the Biodiversity Assessment Method (BAM) to quantify the biodiversity impacts and calculate the number and type of biodiversity credits required to offset those impacts. The report also outlines proposed measures to avoid and minimise harm to biodiversity.
When does the BOS apply / BDAR required?
The Biodiversity Offset Scheme (BOS) is triggered under the Biodiversity Conservation Act 2016 when a proposed development meets any of the following:
Clearing Threshold
BOS applies if native vegetation clearing exceeds a set area threshold, based on the property's minimum lot size. This includes clearing for buildings, driveways, fences, and asset protection zones.
Biodiversity Values (BV) Map
If the site overlaps land shown on the BV Map, the BOS is automatically triggered—regardless of the clearing area. The BV Map highlights areas of high biodiversity value and is accessible via the NSW SEED Portal.
Test of Significance (Section 7.3)
If the development is deemed likely to significantly impact threatened species or ecological communities. This is determined byy using the "test of significance" under Section 7.3 of the Biodiversity Conservation Act 2016.
Who can undertake a BDAR?
Only a qualified, accredited BAM assessor, recognised by the NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW), can prepare a BDAR.
